Judith Heimbürger – gunnercooke GmbH

Judith Heimbürger is a partner at gunnercooke and an experienced lawyer who has focused on the medical cannabis sector in Germany since 2017. She advises national and international cannabis and CBD companies as well as investors – from start-ups to listed companies – supporting them throughout the entire product and business development lifecycle, from market entry and regulatory structuring through to cross-border transactions.

She has extensive expertise in drafting and negotiating complex agreements for the cannabis industry, including cross-border supply, import, distribution and licensing arrangements, collaboration agreements and joint ventures with pharmaceutical wholesalers and pharmacies.

Judith has also advised on and led many cross-border M&A transactions and strategic investments, including in the cannabis sector. Recent highlights include advising High Tide Inc. on its €27.2 million acquisition of a 51% stake in Remexian Pharma GmbH, one of Germany’s leading importers and wholesalers of medical cannabis.

A further key focus of her practice is regulatory and compliance advice on medical cannabis and CBD products, including the Medical Cannabis Act (MedCanG), the Consumer Cannabis Act (KCanG), narcotics law (BtMG), pharmaceutical advertising law (HWG), EU GACP/EU GMP requirements, and the legal framework for telemedicine platforms and mail-order pharmacies. She also advises physicians and pharmacists on professional law issues when practising via online platforms.

Judith is a member of the International Cannabis Bar Association (INCBA), publishes regularly on German cannabis regulation in The Legal Industry Reviews Germany, and is a speaker at international events such as the International Cannabis Business Conference (ICBC) Berlin and the Cannabis Symposium South Africa. In addition, she hosts monthly DEEP DIVE webinars on current legal developments in the medical cannabis sector.

• High Tide Inc.: Comprehensive legal support on the signing of an investment agreement for the acquisition of a 51% stake in Remexian Pharma GmbH, one of Germany’s leading importers and wholesalers of medical cannabis.
• Canopy Growth Corp.: Advising a subsidiary of one of the leading Canadian medical cannabis suppliers on the acquisition of the German inhaler manufacturer Storz & Bickel GmbH & Co. KG for €135 million
• Canadian medical cannabis supplier: Advising on the conclusion of a joint venture agreement with a German pharmaceutical wholesaler.
• Leading German medical cannabis manufacturer: Longstanding support in compliance and regulatory matters, contract reviews, as well as assessment of innovative business models, collaborations and marketing initiatives.
